This is the top-level task to support Time Observation/Constraints in the Sequence Diagram.
It will implement the requirements Bug 536486, 536487, 536491, etc.

The Time Observation/Constraint is defined as a line placed at an
OccurrenceSpecification (Message send/receive, OccurrenceSpec. Start/Finish,
DestroyOccurrenceSpec.)

Upon creation, the Time Observation/Constraint should reference the semantic occurrence it is placed on.
Visually, it should be placed on the node referencing these events (Message,
ExecutionSpecification or DestructionEvent), and be anchored to the point in
the diagram representing that event.
